The game is released by Devolver Digital and now it seems that the release date for Metal Wolf Chaos XD has also appeared.

According to the change log, the game is released on May 20, 2019. This release date was removed in February, but the change log can still be seen.
Now, this may mean a couple of things, whether the release date is really different or perhaps Devolver Digital wants to release the release date for a later time, before release.
The game should come out safely this year, and May seems to be a good time, so we have to wait and see the official announcement from our editor.
